The ECOWAS Human Capital Development (HCD) Secretariat, led by Program Coordinator M. Ruben Johnson, conducted a comprehensive tour from June 10 to 26, 2024.
They visited Côte d’Ivoire, Senegal, Liberia, Benin, and The Gambia to strengthen commitments and cooperation among member states to advance the regional HCD Strategy.
During the tour, the HCD team held essential meetings with national authorities responsible for HCD activities and engaged in intensive sessions with country-specific HCD focal points.
The discussions focused on sharing insights from the 2024 ECOWAS HCD Index computations and assessing the status of national HCD strategy implementations.
One of the main objectives was to advocate for establishing national HCD delivery units to ensure the effective execution of HCD initiatives.
The team also presented preliminary findings from the ECOWAS HCD 2024 Index, which will be published in August 2024. This index evaluates member states’ progress in critical areas such as health, education, entrepreneurship, and gender parity.
Member states reiterated their commitment to prioritizing human capital development. Those without a national strategy pledged to expedite its finalization and establish dedicated HCD units.
ECOWAS reaffirmed its support through advocacy, communication, and resource mobilization efforts to help member states achieve the Regional Strategy’s objectives.
The momentum gained from the Technical Conference on Human Capital Development in Accra, held on May 8-9, 2024, continues to drive progress as ECOWAS prepares for the implementation phase of its regional HCD Strategy.
This ongoing engagement underscores the importance of integrating human capital development into national agendas across all ECOWAS member states.
Established in 1975, ECOWAS covers 5.2 million square kilometres in West Africa and comprises 15 member states committed to promoting cooperation, economic stability, and regional integration.
As the organization evolves under the leadership of its Commission, ECOWAS aims to deepen cohesion and eliminate barriers to integration, fostering peace, prosperity, and development for its estimated 300 million citizens by 2050.
