Former Presidents of Nigeria, Tanzania, Liberia, and Malawi convened today at a high-level briefing organised by Dr Oby Ezekwesili and Human Capital Africa during the 2024 African Union Mid-Year Summit in Accra.
Their discussions emphasised the need to prioritise foundational literacy and numeracy across Africa to achieve Agenda 2063 development goals and national visions.
In a collective communique issued following the meeting, the former leaders emphasised that Africa stands at a critical juncture where prioritising early education is paramount to unlocking the continent’s potential. They highlighted the pressing need for actionable programs, improved measurement of learning outcomes, and enhanced data availability to drive meaningful change.
The communique urged the African Union to commit continent-wide to foundational learning, stressing that member states must accelerate efforts to equip African children with essential skills for future success. It underscored that addressing the learning crisis is pivotal for achieving inclusive growth, sustainable development, and global leadership envisioned in Agenda 2063.
Concerned by current learning statistics showing that nine out of ten African children struggle with essential reading and math by age ten, the leaders called for immediate action to implement evidence-based solutions within existing budget constraints. They also advocated for expanded use of tools to monitor learning outcomes and proposed an annual review mechanism to ensure accountability and foster peer learning among countries and development partners.
The communique concluded with a call for Heads of Government at the African Union to formally declare the urgency of the learning crisis and commit collectively to achieving universal literacy and numeracy by 2030. This ambitious goal sets a hopeful course for continued advocacy and action on foundational education at the upcoming AU Summit in February 2025 and beyond.
