{"id":91299,"date":"2025-08-25T11:55:42","date_gmt":"2025-08-25T11:55:42","guid":{"rendered":"https:\/\/sotnews.agency\/?p=91299"},"modified":"2025-08-25T11:55:42","modified_gmt":"2025-08-25T11:55:42","slug":"double-track-system-undermining-education-quality-education-minister-laments","status":"publish","type":"post","link":"https:\/\/sotnews.agency\/?p=91299","title":{"rendered":"Double-track system undermining education quality \u2013 Education Minister laments"},"content":{"rendered":"<div class='booster-block booster-read-block'>\n                <div class=\"twp-read-time\">\n                \t<i class=\"booster-icon twp-clock\"><\/i> <span>Read Time:<\/span>1 Minute, 39 Second                <\/div>\n\n            <\/div><div>\n<p>Education Minister Haruna Iddrisu has conceded that the double-track system implemented under the Free SHS policy has had a negative impact on the quality and outcomes of education across Senior High Schools (SHSs) in Ghana.<\/p>\n<p>Speaking at a media briefing on Sunday, August 24, Mr Iddrisu described the system, which was introduced to manage overcrowding in SHSs, as a temporary solution that has compromised effective teaching and learning.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe double-track system has impacted negatively on the quality and outcomes of education under the Free SHS policy,\u201d the minister bemoaned. \u201cStudents have fewer contact hours and less study time, which affects their performance.\u201d<\/p>\n<\/blockquote>\n<p>In response, according to the minister, the government has initiated a plan to phase out the double-track arrangement through a combination of key reforms, including:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Expanding infrastructure<\/strong> in public SHSs to accommodate more students.<\/li>\n<li><strong>Enhancing digital learning tools<\/strong> to support instruction and extend access to quality education.<\/li>\n<li><strong>Integrating private SHSs<\/strong> into the Free SHS policy to ease the burden on public schools.<\/li>\n<\/ul>\n<p>According to Mr Iddrisu, \u201cGovernment\u2019s commitment to ending the system can only be realised at three levels: expanding infrastructure, strengthening digital resources in schools, and allowing private SHSs to absorb qualified students.\u201d<\/p>\n<p>To oversee the transition from double-track to a single-track system, the Ministry of Education has constituted an 11-member committee chaired by Professor Peter Grant of the University of Cape Coast (UCC). <\/p>\n<p>The committee has been tasked with reviewing the 2024\/2025 academic calendar and proposing a roadmap to guide the phase-out across both SHSs and Senior High Technical Schools (SHTSs).<\/p>\n<h3 class=\"wp-block-heading\">Committee Members:<\/h3>\n<ul class=\"wp-block-list\">\n<li><strong>Prof. Peter Grant<\/strong> \u2013 Chair, UCC<\/li>\n<li><strong>Prof. Godwin Awabil<\/strong> \u2013 UCC<\/li>\n<li><strong>Prof. Samuel A.
