{"id":44532,"date":"2025-04-01T11:24:24","date_gmt":"2025-04-01T11:24:24","guid":{"rendered":"https:\/\/sotnews.agency\/?p=44532"},"modified":"2025-04-01T11:24:24","modified_gmt":"2025-04-01T11:24:24","slug":"sammy-gyamfi-rebuts-claims-of-rushed-goldbod-bill-process","status":"publish","type":"post","link":"https:\/\/sotnews.agency\/?p=44532","title":{"rendered":"Sammy Gyamfi rebuts claims of rushed GoldBod Bill process"},"content":{"rendered":"<div class='booster-block booster-read-block'>\n                <div class=\"twp-read-time\">\n                \t<i class=\"booster-icon twp-clock\"><\/i> <span>Read Time:<\/span>3 Minute, 52 Second                <\/div>\n\n            <\/div><div>\n<p>The GoldBod Bill, which has sparked significant political debate in the country, was subjected to a thorough and consultative legislative process, contrary to claims that it was hastily passed, says Sammy Gyamfi, Acting Managing Director of the Precious Minerals Marketing Company (PMMC).<\/p>\n<p>Sammy Gyamfi, who has been tasked by President Mahama to work on the establishment of the GoldBod under the Finance Minister\u2019s direction, has strongly refuted allegations that the bill lacked due diligence.<\/p>\n<p>In a detailed statement, he outlined a rigorous process of stakeholder engagements, legislative scrutiny, and parliamentary debates that shaped the final version of the bill.<\/p>\n<p><strong>A Structured and Consultative Process<\/strong>                                                                                                        \u201cIt became clear from our engagements that a broad consultative approach was imperative in creating a legal and operational framework for the GoldBod that is fit for purpose,\u201d Gyamfi stated.<\/p>\n<p>According to him, a technical committee was constituted by the Finance Minister, comprising representatives from key stakeholders, including the Ghana National Association of Small-Scale Miners, the Chamber of Bullion Traders, the Bank of Ghana, the Minerals Commission, and the Minerals Income Investment Fund. This committee conducted a series of consultative meetings with industry players and regulatory bodies to shape the bill\u2019s provisions.<\/p>\n<p>The first engagements included discussions with experts from the Finance Ministry, followed by meetings with the Ministry of Lands and Natural Resources. Notably, drafters from the Attorney-General\u2019s office had been involved in the process from the outset, ensuring legal soundness. The final draft was then submitted to the President for Executive Approval before being laid before Parliament by the Finance Minister.<\/p>\n<p><strong>Parliamentary scrutiny and amendments<\/strong>                                                                                            Sammy Gyamfi described the bill\u2019s journey through Parliament as one of the most rigorous legislative processes in recent history. \u201cAt the first meeting of the Joint Committee on Finance and Lands and Natural Resources, the NPP minority requested a one-day adjournment to study the bill in detail. This request was granted,\u201d he noted.<\/p>\n<p>Following the adjournment, the committee meticulously scrutinised, reviewed, and debated every clause, leading to several amendments. \u201cThe NPP side, led by Hon. Mohammed Amin Adam, made it clear that they supported the establishment of the GoldBod in principle but wanted to ensure the bill was fit for purpose,\u201d he explained.<\/p>\n<p>The bill\u2019s consideration process also involved a crucial \u201cwinnowing\u201d session, where MPs debated over 50 amendments proposed by the NPP minority. \u201cAt this session, which lasted over four hours, several amendments were accepted, while others were abandoned after extensive discussions,\u201d Gyamfi noted.<\/p>\n<p>Despite this comprehensive scrutiny, the NPP minority later staged a walkout, claiming the bill was rushed. On the contrary, it is a product of diligent work, extensive stakeholder consultations, and thorough parliamentary scrutiny,\u201d he asserted.<\/p>\n<p><strong>Awaiting presidential assent<\/strong>                                                                                                                       The bill, which aims to streamline Ghana\u2019s gold trade and enhance regulatory oversight, is now awaiting presidential assent.<\/p>\n<p>Its supporters believe it will help formalise the gold sector, curb illegal trading, and maximise state revenue from gold exports.<\/p>\n<p>As the debate continues, Sammy Gyamfi says he remains confident that history will vindicate the efforts put into crafting the GoldBod Bill, adding \u201cThis is a landmark piece of legislation that will
