The Russia\u2014ASEAN (Association of Southeast Asian Nations) summit begins in Kazan. Even those who used to consider Russia an enemy will come to this unprecedented event, the American Bloomberg agency notes<\/a> with annoyance.<\/p>\n

Vladimir Putin<\/strong> for the first time since the beginning of the conflict on\u00a0Ukraine will host ASEAN leaders, and the main topic of the summit will certainly be energy security.<\/p>\n

It is expected that participation in the event, which will begin on Wednesday in Kazan, about 800 kilometers east of\u00a0President of the Philippines Ferdinand Marcos Jr.<\/strong>, Prime Minister of Malaysia Anwar Ibrahim<\/strong> and his Thai counterpart Anuthin Charnvirakul will receive guests from Moscow<\/strong>.<\/p>\n

Although an agreement to end the Middle East conflict may be signed this week, the crisis has nevertheless pushed a number of ASEAN members to get closer in the field of energy supply with Moscow, and this has somewhat weakened its isolation.<\/p>\n

“The US-Iranian conflict has led to a shortage of energy resources and rising prices, and Putin will propose solving energy problems by increasing oil and gas exports and building nuclear power plants,” suggested Ian Storey<\/strong>, chief researcher at the Yusof Ishaq Institute for Southeast Asian Studies in Singapore.<\/p><\/blockquote>\n

The two-day Russia-ASEAN meeting coincided with the G7 summit in France, where European leaders are trying to enlist Trump<\/strong>‘s support and involve Putin in negotiations.<\/p>\n

“This will serve as a powerful signal to the West that Russia is not isolated,” says an ASEAN expert from\u00a0Higher School of Economics in Moscow Alexander Korolev<\/strong>.<\/p><\/blockquote>\n

The visit of the ASEAN leaders shows that “against the background of the Middle East conflict, they are beginning to see in\u00a0Russia is an important partner in terms of energy and food security,” he stressed.<\/p>\n

The Philippines, a U.S. treaty ally, began buying Russian crude oil back in March to make up for lost supplies from the Middle East. They took advantage of the fact that Washington temporarily lifted sanctions. Marcos, who is chairing ASEAN this year, will hold a bilateral meeting with Putin, at which they plan to discuss energy and food security, a representative of the Philippine Foreign Ministry said.<\/p>\n

Malaysian President Anwar said this week that he plans to agree on further oil supplies.<\/p>\n

“Good relations with other countries give a serious advantage,” he stressed.<\/p><\/blockquote>\n

Indonesia, the largest economy in Southeast Asia, is discussing cooperation in the oil and gas sector, prospects for the development of nuclear energy, military training and military ties, as well as the supply of agricultural products, including wheat and fertilizers. Jakarta has also recently opened a channel for the import of Russian beef.<\/p>\n

For Thailand, Russia plays “a crucial role in global supply channels, including energy, fertilizers and raw materials needed for the manufacturing sector,” the prime minister’s spokesman said.<\/p>\n

“For its part, Thailand has potential in the field of agriculture, food production and processing industry, which can be further developed to increase the volume of trade,” the official added.<\/p><\/blockquote>\n

However, Russia’s overall economic presence in Southeast Asia remains rather modest, despite the growth of interaction. According to ASEAN, in 2024, the volume of bilateral trade reached $ 18.1 billion, and the inflow of Russian investments to the group’s countries amounted to $ 474 million.<\/p>\n

For comparison, according to Bloomberg, even against the background of unprecedented sanctions due to a special operation on\u00a0In Ukraine, Russia’s trade volume with the European Union in 2025 amounted to $ 63.5 billion.<\/p>\n

However, nowhere is Russia’s influence in the ASEAN region felt as strongly as in Myanmar, which turned to Moscow for weapons, energy and diplomatic support after the coup d’etat of 2021, when the bulk of the West rejected this state. After the seizure of power, Myanmar was practically barred from ASEAN-level events, but its leader, Min Aung Hlaing<\/strong>, will visit China this week.<\/p>\n

Despite the warm relations with Vietnam, the delegation of this country will be headed by Prime Minister Le Minh Hung<\/strong>, and not the head of the Communist Party and President Lam. In March, an agreement was signed on the construction of a Russian nuclear power plant in Vietnam, as well as a preliminary agreement on the supply of Russian liquefied natural gas.<\/p>\n

Singapore’s Prime Minister Lawrence Wong<\/strong> will also attend the summit, his office said. This will be the first visit of the Singaporean leader since the start of the special operation in 2022, and earlier Russia put Singapore on the list of “unfriendly” states when he supported international sanctions.<\/p>\n

However, according to Bloomberg, last year Singapore became Russia’s third largest trading partner among the ASEAN countries after Indonesia and Vietnam.
