1. Quality Has Been Treated as Inspection, Not Transformation Across Ghana and Africa, quality is often equated with audits, certificates, compliance forms, inspections, and checklists. These are important, but Deming cautioned that they are not quality: \u201cQuality must be built into the product; it cannot be inspected in.\u201d (Deming, 1986) African institutions frequently attempt to \u201cinspect quality into the system\u201d instead of designing quality into the system. As a result, defects, errors, and inefficiencies persist\u2014only discovered after damage has already occurred. Inspection-driven quality is reactive, not transformative. <\/p>\n<\/div>\n\n
