Just over three-quarters of first class letters, or 75.7%, were delivered on time by Royal Mail in the year to the end of March, far off its target of 93%.<\/p>\n

The latest quality-of-service report reflects the postal firm\u2019s performance under its new private owner, Daniel Kretinsky\u2019s EP Group, whose takeover was approved by shareholders at the end of April last year.<\/p>\n

Ofcom said it was \u201cvery concerned\u201d by the figures. The BBC understands the regulator expects to open a probe into Royal Mail\u2019s performance early next week.<\/p>\n

Royal Mail said its service was improving and that it was on track to hit new reduced targets \u2013 of 90% for first class delivery and 95% for second class \u2013 by this time next year.<\/p>\n

Chief operating officer Jamie Stephenson said: \u201cWe\u2019re putting significant investment into improving reliability and reaching these new delivery targets, but delivering lasting change across a network of this scale takes time.\u201d<\/p>\n

The firm said it was investing \u00a3500m over the next five years as part of its improvement plan.<\/p>\n

The postal service has faced years of criticism from politicians and the public over the slowness of its letter delivery.<\/p>\n

The annual figures published on Friday show performance worsened compared to the previous year when the company was still listed on the London stock market.<\/p>\n

That year, 76.9% of first class letters and 92.2% of second class letters were delivered on time.<\/p>\n

This year, only 90.2% of second class letters were delivered within three working days against a target of 98.5%.<\/p>\n

It has been six years since the institution last met its letter delivery targets for second class post and ten years since it last met its letter delivery targets for first class post.<\/p>\n

Its performance slumped\u00a0during the Covid-19 pandemic\u00a0and has failed to fully recover since.<\/p>\n

In October last year, the regulator Ofcom fined Royal Mail \u00a321m for missing the targets \u2013 the third-largest fine ever imposed by the communications watchdog.<\/p>\n

Royal Mail was also fined in 2023 and 2024 for poor performance.<\/p>\n

In February this year,\u00a0postal workers told the BBC\u00a0that some letters had been sitting undelivered for weeks and that they had been told to prioritise parcel delivery instead as it is more profitable.<\/p>\n

Royal Mail executives were hauled in front of a parliamentary select committee in March to respond to the claims.<\/p>\n

Kretinsky told MPs at the meeting\u00a0that he was \u201cdeeply sorry for any letter that arrives late\u201d.<\/p>\n

In response to the allegation that parcels were being prioritised, he said: \u201cI have never heard any instruction or discussion, and have not participated in any exchange, that would sanction that Royal Mail is prioritising parcels over letters.\u201d<\/p>\n

Improvement plan<\/h2>\n

Reacting to Friday\u2019s performance figures, Citizens Advice policy director Tom MacInnes said poor performance at Royal Mail was \u201cbusiness as usual\u201d.<\/p>\n

\u201cWhat\u2019s worse, Royal Mail claims people will have to wait another year until it can meet its new, lower delivery targets,\u201d he added.<\/p>\n

As part of its improvment plan, Royal Mail has given part-time postal workers the option to work longer hours.<\/p>\n

It has also agreed a plan with Ofcom to\u00a0scrap second class delivery on Saturdays\u00a0as part of its new model.<\/p>\n

Ofcom has also reduced Royal Mail\u2019s letter delivery targets. Since April this year, the service has been measured against a new lower target: 90% of first class letters must arrive by the next working day and 95% of second class letters must be delivered within three days.<\/p>\n

Ofcom said that the previous targets were \u201cmore stretching\u201d than in comparable European countries and would \u201ccarry higher costs which would need to be recovered through higher prices\u201d.<\/p>\n<\/div>\n
