The ban will prohibit the production, importation, distribution, sale and use of expanded polystyrene (EPS) foam products across both commercial and domestic applications. The announcement translates into regulatory action a commitment made by President John Dramani Mahama on World Environment Day on June 5, 2025, when he outlined government’s intention to phase out polystyrene foam as part of efforts to tackle plastic pollution and improve environmental sanitation.
The scope of the ban is broad. Products covered include food packaging containers and takeaway packs, disposable cups and plates, foam packaging used by restaurants and food vendors, foam-based bedding materials such as mattresses and cushions, insulation and packaging materials, and any other polystyrene foam product intended for human use or consumption-related purposes.
Medical, scientific, laboratory and diagnostic applications are exempt from the ban, subject to regulatory approval.
The EPA said the period between now and the January 2027 enforcement date will be used for stakeholder engagement, public education and technical consultations nationwide. The Authority also plans to strengthen its own compliance monitoring, inspection capacity and enforcement readiness during the transition period.
Manufacturers, importers, distributors and users of polystyrene foam products have been urged to begin moving toward environmentally friendly, reusable and recyclable alternatives ahead of the enforcement date. The EPA said it will work with Metropolitan, Municipal and District Assemblies (MMDAs), port authorities, Customs officials and industry regulators to ensure the ban is effectively enforced once it takes effect.
The ban follows broader concerns about polystyrene foam as an urban pollutant in Ghana. The material, widely used because of its low cost and insulating properties, has been repeatedly linked to drainage blockages and environmental degradation due to inadequate waste disposal practices. Ghana’s Plastic Manufacturers Association had previously called for a phased approach and broader stakeholder consultation before any ban was imposed.

NewsGhana, Latest Updates and
