President John Mahama has received the Constitutional Review Committee\u2019s Report, which, among other recommendations, suggests extending Ghana\u2019s four-year Presidential term to five years.\u00a0<\/p>\n

Professor Henry Kwasi Prempeh,\u00a0Chairman\u00a0of the Constitutional Review Committee, presented the report to the President at the Presidency in Accra.\u00a0<\/p>\n

The Committee, which the President inaugurated on 19th January, took 11 months to complete its work.\u00a0<\/p>\n

President Mahama,\u00a0upon receiving the report, announced that they would establish an Implementation Committee early next year.\u00a0<\/p>\n

He noted that some Members of the Constitutional Review Committee would be invited to serve on the Implementation Committee to bring\u00a0institutional\u00a0memory.\u00a0<\/p>\n

\u201cOur 1992 constitution has served us very well. I mean,\u00a0it\u2019s\u00a0been the most durable constitution, but a time comes when you need to look at it and make some adjustments so that it can serve us for an even longer period going into the future,\u201d the President said.\u00a0<\/p>\n

The President, who thanked members of the Constitutional Review Committee for the\u00a0good job\u00a0done, also urged them to take a rest after working so hard for so many months.\u00a0\u00a0<\/p>\n

\u201cYou can enjoy your Christmas, and as soon as we resume early next year, we\u2019re moving from the constitutional review process into the implementation process,\u201d he said.\u00a0<\/p>\n

\u201cAnd\u00a0so\u00a0take a rest now, but next year, we might call some of you again to form the Constitutional Review Implementation Committee.\u201d\u00a0<\/p>\n

The President said for now, the government would study the report, saying \u201cI\u2019ve handed it over to the Legal Counsel and the Attorney-General to look at it, and we\u2019ll see how to synchronise our views.\u00a0<\/p>\n

The President said many of the Committee\u2019s recommendations were quite revolutionary, adding that some were radical, but he believed they were in the interest of democracy.\u00a0\u00a0<\/p>\n

President Mahama said that, currently, across the West African sub-region, many countries are backsliding on their democratic and constitutional governance, and so this couldn\u2019t have come at a better time.\u00a0\u00a0<\/p>\n

\u201cWe, all the Afrobarometer reports, and all the other reports have shown that a lot of our citizens were beginning to lose faith in our democracy, and that is why it is important for us to let them know that democratic governance is still better than any other form of governance,\u201d he said.\u00a0<\/p>\n

\u201cYou might be excited about the romanticism of military governments and all that, but in the end, it is democratic governments that unleash the creative potential of people.\u00a0<\/p>\n

\u201cIf you leave them free, able to express themselves and go about their businesses, it unleashes their creative potential, unlike where decisions have to be taken for everybody.\u201d\u00a0<\/p>\n

President Mahama said the report had come at the right time, saying, \u201cWe will implement it in a bipartisan manner. All of us would come together and implement as many of the provisions as possible.\u201d\u00a0<\/p>\n

Touching on the issue of the Council of State and the enormous powers of the President to make appointments, President Mahama said he\u00a0believed\u00a0that the Council of State should be given a bigger role in those appointments to enhance credibility in the people appointed to those positions.\u00a0\u00a0<\/p>\n

He noted that, of course, the president would still sign the appointment letters, but the Council of State would proceed to identify\u00a0the persons to be appointed.\u00a0\u00a0<\/p>\n

\u201cOn behalf of the people of Ghana, you\u00a0have done\u00a0a great service to our nation, and you can be proud of yourselves,\u201d he said.\u00a0<\/p>\n

The President said he\u00a0did not\u00a0want to\u00a0keep\u00a0the report\u00a0a nuclear secret\u00a0and\u00a0would have\u00a0to\u00a0decide on a date to publish\u00a0it\u00a0so Ghanaians could know its contents.\u00a0<\/p>\n

Professor Henry Kwasi Prempeh, the\u00a0Chairman\u00a0of the Constitutional Review Committee, said the report proposed extending Ghana\u2019s four-year Presidential term limits by one year to a five-year tenure.\u00a0<\/p>\n

Other members of the Committee are Justice Sophia\u00a0Adinyira, a former Supreme Court Judge; Professor Kwame Karikari;\u00a0Mrs\u00a0Charlotte Osei; Dr Godwin Djokoto; Ibrahim Tanko Amidu; Dr Esi Ansah; and Dr Rainer\u00a0Akumperigeya.\u00a0<\/p>\n<\/div>\n
