Ghana cannot credibly speak about a 24-Hour Economy, youth employment, import substitution, or exports without confronting the hard truth about One District One Factory (1D1F).<\/p>\n

1D1F was launched as a national industrial revival strategy. Instead, it exposed entrepreneurs to policy risk, drained confidence, and weakened Ghana\u2019s manufacturing base.<\/p>\n

Short-term credit announcements<\/p>\n

But ignored:<\/p>\n

Affordable, patient capital<\/p>\n

FX risk<\/p>\n

Tax stability<\/p>\n

Market protection<\/p>\n

Factories were built before farms, before financing structures, and before demand protection.<\/p>\n

Result: Many factories operated at 20\u201340% capacity, others shut down entirely.<\/p>\n<\/p>\n

2. Taxes that Strangled Industry from Day One <\/p>\n

a. Startup & Machinery Importation<\/p>\n

Factories importing machinery faced:<\/p>\n

Import duties<\/p>\n

VAT<\/p>\n

NHIL<\/p>\n

GETFund<\/p>\n

COVID levies<\/p>\n

Even where exemptions were promised, delays alone raised project costs by 15\u201325%.<\/p>\n

Factories were taxed before producing their first bottle.<\/p>\n<\/p>\n

b. FX Shock \u2013 Projects Destroyed Mid-Stream <\/p>\n

Machinery priced in USD\/EUR<\/p>\n

Loans disbursed in Ghana cedis<\/p>\n

Rapid cedi depreciation<\/p>\n

No FX hedging<\/p>\n

No refinancing<\/p>\n

Projects approved at one exchange rate were completed at another.<\/p>\n

Factories did not fail \u2014 currency risk was ignored.<\/p>\n<\/p>\n

c. The Most Damaging Policy Error<\/p>\n

20% Excise Duty on Natural Fruits <\/p>\n

At the peak of agro-industrial investment, the government imposed a 20% excise tax on natural fruit juices.<\/p>\n

This single tax made local juice more expensive than imports, crashed demand overnight, destroyed factory margins, collapsed fruit offtake from farmers and healthy food was taxed like alcohol.<\/p>\n

3. Interest Rates \u2013 Industry Turned into a Bank Servant <\/strong><\/p>\n

Most 1D1F factories borrowed at 22% to 47% interest.<\/p>\n

Factories require long construction periods and long ramp-up cycles. Instead interest accumulated faster than production, revenues serviced debt and not growth, banks were protected and factories were sacrificed.<\/p>\n

4. Poor Financing Structure & Near-Zero Moratorium <\/strong><\/p>\n

No Gestational Stability <\/strong><\/p>\n

Beyond high interest rates, the financing structure itself was broken.<\/p>\n

Most 1D1F factories were financed with sShort- to medium-term loans (5\u20137 years), assets designed to run 20\u201330 years, moratoriums of 6\u201312 months, sometimes less. <\/p>\n

This ignored industrial reality: 18\u201330 months for construction & installation, 6\u201312 months for testing and certification and 12\u201324 months to reach stable utilisation.<\/p>\n

Also, loan repayments began before factories stabilized.<\/p>\n

The result were immediate cash-flow stress, forced underpricing, deferred maintenance, inability to build working capital and eventual distress or shutdown.<\/p>\n

Factories were not given time to mature \u2014 they were pushed to run before they could walk.<\/p>\n<\/p>\n

5. Raw Material \u2013 The Biggest Blind Spot <\/strong><\/p>\n

1D1F failed to build large raw-material estates, finance and insure farmers, secure land at scale and guarantee minimum supply contracts<\/p>\n

The consequences were seasonal shutdowns, price volatility, youth exit from farming and factories stood idle while foreign products filled shelves.<\/p>\n<\/p>\n

Part II: The Real Cost \u2013 Opportunity Lost <\/strong><\/p>\n

Using Only six Ekumfi-Scale Agro-Processing Factories<\/p>\n

Idle factories move from 30% to 80%+ capacity<\/p>\n

Fixed costs spread over higher output<\/p>\n

Unit production costs fall by 25\u201340%<\/p>\n

2. Financing Reset \u2014 Long Term Capital with Real Moratorium <\/strong><\/p>\n

A 24-Hour Economy cannot be financed with short-term money.<\/p>\n

Formalization of informal work<\/p>\n
